I'm sure it is perfectly legal for an 18 month old to drive his dog in Effingham. I've seen stranger things.
Jack managed to open the doors to the car and climb inside for a little drive in the garage. When I got in the next morning to go to work my windshield wipers were going full blast, my left turn signal was on and the air conditioner was on.
